ii) The exact date, Programme, duration, no. of papers, full marks
etc. will be notified sufficiently before the commencement of each
examination.
iii) A student must appear at least one general examination to
secure requisite percentage of marks, in order to be eligible, for
promotion to the next higher class/to fill up the forms for CHSE or
University examinations.
iv) Willful absence from the examination shall make a student liable
for fine or detention. However the Principal can grant exemption
subject to the condition that he/she shall appear the examination at
a later date which shall be notified.
vi). Malpractice and misconduct in the examination will be punished
with fine/expulsion/detention as deemed fit.
B.
Higher Secondary Examination
i) The council of Higher Secondary Education, Orissa, conducts one
examination every year for +2 students, Which Commence from First
Monday of March.
a) Annual Examination - Preferably in the first week of March or as
notified.
ii) The following categories of students are eligible to appear at
the examination.
a) Failed candidates.
b) Absent as in the last examination.
c) Detained in the Test - Exam. but later on promoted.
d) Detained candidate due to shortage of attendance the first
instance.
iii) A student is declared passed if he/she secures 30% in each
theory subject; 40% in practical and 35% in aggregate.
iv) Division is awarded by the council on the following basis.
1st division - 60% in aggregate and above
2nd division - 50% in aggregate but less than 60%
3rd division - 35% in aggregate but less than 50%
C. +3 Three year Degree course Examination
Refer the extracts from Berhampur University regulation regarding
following points, contain in this calendar from page No. 21 to 28
i) Duration of the course etc.
ii) Change of Subject (s).
iii) Qualification for admission to the First, Second & Final Exam.
iv) Pass Marks & Classification of successful candidates.
v) Mark distribution.
Rules
for the guidance of examinees
1. The examination hall will be opened half an hour before the
examination starts on the first day and 15 minutes before on other
days. A seat with the same number as on his /her Admit Card is
assigned to each candidate and he / she should be in his / her seat
5 minutes before the examination begins. Candidates arriving after
the examination have started will not be admitted except with
special permission of the Centre Superintendent. This permission
will in no case be given to a candidate who is more than half an
hour late.
2. Candidate should bring their own pens and mathematical
instruments. No book or paper or printed manuscripts other than
their Admit Cards should be taken into the Examination Hall.
Candidates should not have in their possession, while in the hall,
any book or paper or printed manuscript or electronic equipment,
even if they are unconnected with the subject of the examination
except their Admit Cards and such question papers, answer books,
graph sheets etc. as are provided by the Center Superintendent for
the examination being held at the time. A Candidate shall not be
allowed to consult any book or paper or printed manuscript during
the examination hours in or outside the hall.
3. Each candidate shall be checked at the entrance to the
examination Centre for each sitting and in the Examination Halls
during the course of examination as and when the Centre
Superintendent considers it necessary. Candidates refusing to submit
to the check at the entrance shall be refused entry to the
examination. Those refusing to submit to the check in the
Examination Hall be liable to instant expulsion.
4. A candidate should write on the cover page of his answer book the
Roll Number, Registration Number and such other distinguishing marks
as are given to him on the Admit Card and should on no account write
anywhere in his answer books his own name, the name of his College
or any other identifying indication that is not strictly connected
with his answer to the questions given. The giving of false Roll
Number is a serious offence and an answer book without the
candidate's Roll Number and Registration Number clearly written on
the cover page will not examined.
5. Candidates should not, write anything on the question paper or
blotting paper or they should not take any paper other than their
Admit Cards and Identity Card. They should not also send the
question paper of the examination outside the hall throughout the
duration of the examinations.
6. If a candidate is found with any paper not connected with the
examination as mentioned in 2 Supra, he / she shall have to
surrender it to the invigilator on demand and make a written
statement, if necessary. Refusing to surrender the material or to
make a statement shall render the candidate liable to instant
expulsion from the centre of examinations.
7. Candidates should note that their answer shall be valued from the
beginning of the answer book serially without omitting any answer
till the requisite number of optional questions are covered. Answer
to a compulsory question, will be examined in any case. Answer to
optional question if any beyond the requisite number shall not be
valued.
8. Candidates are not allowed to leave the hall untill an hour after
an examination starts. They should not leave their seats until they
have submitted their answer books to an invigilator. Answer books
should not be left behind on the desks. It is the duty of the
candidate to see that his answer paper is received by the
invigilator. No candidate will be allowed to re-enter the
examination hall after once quitting it on submission of his answer
paper.
In Case urgent need however a candidate may be permitted by the
senior invigilator to leave the hall temporarily and not more than
once in an hour, under special supervision. The period of temporary
absence should not ordinarily exceed 3 minutes.
9. Candidates suffering from any diseases which would render their
presence in the examination hall undersirable in the interests of
other candidates will not be allowed to enter the
Examination Hall. In exceptional cases the Centre Superintendent
informed by a candidate in advance may make special arrangements.
10. Infringements by the candidate of any of these rules and these
printed on the Admit Card will render him liable to Examination Hall
by the Centre Superintendent and such further penalties as the
Examination Committee syndicate may deem fit to impose.
ORISSA ACT 2 OF 1988
THE ORISSA CONDUCT OF EXAMINATION ACT - 1988
An act to provide for penal action for adoption of unfair means at
certain examinations held in the state and other matters connected
therewith. Be it enacted by the Legislature of the State of Orissa
in the Thirty ninth year of the Republic of India as follows.
1.
Short Title
This act may be called the Orissa Conduct of examination Act. 1998.
2.
Definitions
In this act, unless the context otherwise requires.
a) "Recognised examination" means an examination specified in the
schedule and includes evaluation. tabulation, publication of results
and all other matters connected therewith.
b) "Unfair means" in relation to any recognised examination means
taking or giving or attempting to take or give any help, other than
one permissible, if any, under the rules applicable there to, from
any material written recorded or printed in relayed, or from any
person, in any from what so ever.
3.
Prohibition of use of unfair means at examination
1) No person shall adopt or take recourse to unfair means any
recognised examination.
2) No person shall aid, abet or conspire in the use of unfair means
at any recognised examination.
4.
Restriction on copies of question paper and offer information
No person, who is not lawfully authorised or permitted by virtue of
his duties to do so, shall before the time fixed for distribution of
copies of a question paper to examinees at a recognised examination.
a) Procedure, attempt to procure or posses, such question paper or a
portion a copy thereof. or b) Impart or offer to impart or offer to
impart information which he knows or has reason to believe is
related or is derived from or has a bearing upon such question
paper.
5.
Prevention or leakage by person entrusted with examination work
No person who is entrusted with any work connected with recognised
examination shall. except in the discharge of his studies directly
or indirectly divulge or cause to be divulged or known any other
person any information or part thereof which he has come in
possession in the discharge of his duties.
6.
Restriction on take papers
No person shall procure, possess, distribute, or other publicize or
cause to be publicized any question paper as being the one or
purporting to be one that is to be given at an ensuing recognised
examination.
7.
Prohibition on loitering etc. near examination centre etc.
No person, save in the discharge of his duties shall;
a) during the hours when a recognised examination centre or where
any evaluation of tabulation work relating to a recognised
examination is done, and
b) two hours proceeding the commencement of such examination,
evaluation or tabulation work on any date on which such examination
is conducted or evaluation or tabulation work done. Commit or cause
to be committed any of the following acts with in the premises
wherein the recognised examination is held or at any place where
evaluation or tabulation work is done or at any public or private
place within a distance of one hundred meters of such premises or
the place of evaluation of tabulation work namely.
i) loitering
ii) distributing or otherwise publicizing any paper or other matter
relating to such examination, or
iii) indulging in such other activity as is likely to be prejudicial
to the conduct of such examination or is likely to affect the
secrecy thereof provided that nothing contained in this section
shall apply in respect of bonafied activities of examinees appearing
at the examination which is conducted at such examination centre.
8.
Refusal of duties connected with examination prohibited
No person assigned with invigilation work or superintendence or any
recognised examination at any centre or any other work connected
with such examination or evaluation, tabulation or publication or
result of such examination shall refuse, save under circumstances
beyond his control, to perform the work or duties so assigned.
9.
Penalty
Whoever contravenes any of the provisions of section 3 to 8 shall,
on conviction, be punished with imprisonment for a term which may
extend to three months or with fine which may extend to three
thousand rupees but shall not be less than five hundred rupees or
with both.
10.
Investigation etc.
1) An offence under this Act shall not be investigated by an officer
below the rank of a Sub-Inspector of police.
2) AlI offences under this Act shall be recognizable and no bailable.
11.
Effect of other Laws
1. Subject to the provisions of subsection.
2. The provisions of this Act shall have effect not withstanding
anything inconsistent there with contained in any enactment other
than this Act
3. Where any Act or omission constitutes an offence punishable under
this Act and also under any other .Act, the offender found guilty of
such offences shall be liable to be punished under the other Act and
not under this Act.
