The following are the Students Associations and Societies of the K.S.U.B. College, Bhanjanagar.

GENERAL POINTS
a. Election to various offices of the union and other associations are held according to a time schedule issued by the Government of Orissa from time to time.
b. G.O. No.51 083 dated 15-09-2000 lays the following guide lines to be followed .
I) The students contesting for different posts cannot display hoarding and posters. A place located by the college authority shall be used for the purpose.
II) A student convicted by any court of law can not contest the election.
III) A student who does not have atleast 50% attendance in the class, cannot contest for any post. No relaxation shall be granted by producing Medical Certificate.
VI) If any contesting candidate indulges in violent activities to intimidate any student to vote for him her, he she should be disqualified and his / her candidature should be cancelled.
c All functions of the union and other associations must be conducted by 15th August every year.
d. Under no circumstances the budget prepared by union and other associations exceed the amount collected. The exact figure will be supplied by the office. Advisors and Vice Presidents should see that the expenditure does not exceed the above amount.
e. Any balance amount of union and other associations remained unspent will be merged into college miscellaneous fund and the students will not have any claim over that amount at all. However, it can be utilised by the Principal for benefit of the students and institution in general.
f. In all matters relating to the students' union and all other associations Principal shall be the final authority and his decision is final and binding.
g. The office bearers of students union and other associations/ societies shall hold offices only for One academic session.
h. Students writing on wall/disfiguring college building/Posters on walls/Fixing posters on walls by nails destroying college property etc. will be disqualified for contesting in the College election.

2. STUDENTS' UNION
Constitution
There is only one students' Union in the college meant for +3 students. The union shall represent the opinions of the +3 degree students of K.S.U.B. College. the details are as follows
i. Functions
a) To promote co-ordination, and discipline among the students in a democratic way.
b) To organise academic discussion, debate and lectures on subjects of literary and cultural interest on national and international problems.
c) To invite persons of eminence to address the union.
ii. Membership every bonafied +3 student of the college is a member of the union and is eligible to take part in the election.( for eligibility see para (b) of general points. )
iii. Executive Body There shall be an Executive Body of the Students' Union consisting of the following office bearers duly elected.
A. The President
B. The Vice-President
C. The Secretary
D . The Assistant Secretary
E. One representative from each -of the faculty of Arts/Science / Commerce.
iv. Functions of the Executive Body
a. To draw up the programme of the union for the entire session.
b. To prepare the union budget for the session at the first meeting of the Executive Body.
c. To undertake such other activities within the frame of constitution, with the approval of the Principal.
V) Meeting of the Executive Body
a) An ordinary meeting of the Executive Body may be called by the Secretary in consultation with the Advisor and the President. Notice of such a meeting with date time, place and agenda shall be given to the members and associate advisors by the Secretary at least 48 hours before the commencement of the meeting.
b) A meeting of the executive body shall be presided over by the President or in his absence by the Vice President.
c) No meeting of the Executive body can be conducted without the presence of the Adviser/Associate Adviser as his nominee.
d) Five members of the Executive body shall constitute the quorum.
e) The proceedings of the meeting shall be maintained by the secretary and copy thereof shall be communicated by the Secretary to the Principal through the Adviser within two days for his suggestion and approval.
f) An Extra ordinary meeting of the Executive Body can be convened by the Principal at any time.
g) The meeting of the Union, General Body/Executive Body/ Extra-ordinary shall be opened to all members of the teaching staff, who can take part in the proceedings of the meeting on the request of the Principal in addition to the Adviser and Associate Advisers.
vi) The Adviser
a) There shall be an Adviser and Associate Advisers appointed by the Principal from among the members of the teaching staff to form the advisory board of the union.
b) The Adviser shall be present at all meetings of the union.
c) He will advise and suggest whenever necessary, on the proper conduct of the meeting President may refer to him any rule for interpretation and the interpretation of the Adviser shall be final and binding.
d) He will draw the money on written request of the Secretary addressed to the Principal, and will be responsible to the accounts.
e) The Adviser, if he is unable to be present at a meeting, shall nominate the senior Associated Adviser to take his place, who shall discharge all the functions of the Adviser.
f) The Adviser or Associate Adviser can preside over an executive body meeting of the union if specially requested by the President.
Vii) The President
a) Any bonafide student of +3 class is eligible to contest for the post of President of the union.
b) The president shall preside over extraordinary meetings of the union and those of the Executive at which he is present.
c) He shall be responsible for maintaining order and interpretation of rules in all meetings. His ruling shall be considered final subject to the rule 6 {c} above.
Viii) The Vice-President
a) Any bonafied student of +3 class is eligible to contest for the post of Vice-President of the union.
b) In the absence of the President the Vice-President shall assume all his rights and discharge all his duties.
ix) The secretary
a) Any bonafied student of +3 class is eligible to contest for the post of Secretary of the union.
b) The Secretary is the executive officer of the union.
c) The Secretary shall give notices of all ordinary meetings executive meetings with prior consultation with the Adviser and the President. He shall record the minutes of all meetings of the union.
d) The Secretary shall make a written request to the Principal through the adviser, to sanction any amount from the union funds after being duly passed by the executive body (see rule 6 d in this connection).
e) The Secretary is liable to submit the accounts of the expenditure made by him before the executive body and should get it approved, before the next instalment is drawn from the union funds.
f) The Secretary shall be accountable for the property .and records of the union office and shall hand over the lock and key with detail charge of the union office to the Advisor before 16 days of the commencement of +3 university examination.
X) The Assistant Secretary
a) Any bonafide student of +3 class is eligible to contest for the post of Asst. Secretary of the union.
b) The Asst. Secretary will perform the duties of the Secretary in his absence.

3. +2 CULTURAL ASSOCIATION
There is a Cultural Association for +2 class students only.
i) All +2 class bonafide students are the members of this Association and are eligible to contest and vote to the various offices of this Association
ii) The aim of this association is to promote a sense of fellow feeling, unity, discipline, Indian culture, academic interest and to develop sense of national unity and integrity among the +2 students in the most democratic manner through various competitions, meetings, seminars, debates, symposia, etc by inviting eminent personalities of various fields.
iii) There shall be an executive body consisting of the principal as ex-officio President, a nominee of the Principal from
among the members of the teaching staff as Vice-President, few other members of the teaching staff as associates and a Secretary , an Asst. Secretary and one representative from-each faculty (Arts/ Science/Commerce) duly elected by the students of the Cultural Association. The Secretary Asst. Secretary and representatives will hold their office for one academic year only. The functions of the Executive Committee are to prepare the programmes of the activities to be done and to prepare the budget. No meeting of the Executive Committee can be conducted without the Vice-President. The Principal's decision is final in all matters of dispute and doubt.
The Vice-President will preside over all the Executive Committee meetings. 50% members of execute committee shall form the quorum. The senior most associate Vice-President can preside over a meeting in the absence of the Vice-President.
iv) The Secretary shall record and preserve the minutes of the association and is responsible to the Principal through the Vice President in regard to financial matters. The Secretary shall organise all functions in mutual co-operation with Asst. Secretary .The Secretary shall handover detail charges to the Vice-President before 15 days of the commencement of Annual CHSE examination. The Secretary shall convene the E.C. meetings in consultation with Vice President.
v) The Asst. Secretary will assist the Secretary in all matters and discharge the duties of the Secretary in his absence.

OTHER ASSOCIATIONS FOR +3 AND +2 STUDENTS.
4. ATHLETIC ASSOCIATION

There are two athletic Associations in the college, one for +2 class students and the other for +3 class students. They have their separate Executive committees.
i) The aim of the Athletic Association is to promote games and sports among the students.
ii) The Executive Committee consists of the Principal as Ex-officio President, nominee of the Principal from among the teaching staff as Vice-president, associates and Secretary , one joint Secretary. The Secretary , Joint Secretary are to be elected by the members of respective association. The Vice-President will preside over all the Executive Committee Meetings. 50% members of Executive Committee shall form the quorum.
iii) The Annual Athletic meet shall be conducted preferably in the month of December every year in order to avoid hot even if the union inaugural funcition of the Students Union is not celebrated.

5. SOCIAL SERVICE GUILD
There shall be a S.S.G committee consist of Principal as ex-officio President, nominees of the Principal from among the teaching staff as Vice-president and Associates. It will frame policies from time to time to grant financial help to the poor, deserving & meritorious students of the college and render social service of any description. The S.S.G committee shall grant financial aid to the deserving students and the Accounts section of the college shall discharge the aid with proper acquittance.

6. DAY SCHOLARS' ASSOCIATION
There are two Day Scholars' Associations, known as +3 D.S..A. and +2 D.S.A. They have their separate Executive Committees.

AIMS AND OBJECTIVES
1. To take up such cultural activities which develop the spirit of fellow feeling and co-operation among the day scholars.
2. All the Day Scholars shall be ipso-facto members of the Associations .
3. The Executive Committee shall consist of the Principal who shall be the ex-officio President of the Association a teacher nominated by the Principal as its vice-President, some other members of teaching staff as Associates, a Secretary, a Joint Secretary. The Secretary . Joint Secretary and the representatives are to be elected by the members of the respective associations.
4. The Secretary with the approval of the Vice-president shall organise all the functions of the Association.
5. The Joint Secretary shall assist the Secretary in the discharge of the duties and in his absence perform all his functions.
6. All major issues involving initiation of new projects or preparation of budget etc shall be discussed and decided by the executive body under the chairmanship of the Vice-President and its execution shall vest on the Secretary . 50% members of the Executive Committee shall constitute the quorum.
 

7. DRAMATIC ASSOCIATION
i) There are two Dramatic Associations in the college known as +3 Dramatic Association and +2 Dramatic Association. There are two separate Executive Committees for them. +3 class students of this college shall be the members of +3 Dramatic Association and +2 class students shall be the members of +2 Dramatic Association.
ii) The Executive Committee consists of the Principal as its ex-officio president. a nominee of the principal from the teaching staff as vice president. some teaching staff as associates, a Secretary and joint secretary from amongst the students duly elected from the respective members of the associations. The Vice-President will preside over all Executive Committee meetings and 50% members of the Executive Committee shall form the quorum.
iii) The committee will decide the drama to be staged to, arrange variety shows and to select students for such purposes.
iv) The Secretary shall record and preserve the minutes of the Association and is responsible to the Principal through the Vice President with regard to Financial matters. The joint Secretary shall assist and be in charge, in the absence of the Secretary .

8. COMMON ASSOCIATIONS FOR +3 & +2 STUDENTS
A. ORIYA SAHITYA SAMAJ
i) All the students of the college those who have Oriya as their M.I.L. shall be its members.
ii) Other students may also become Its members and participate in its competitions and functions by paying the requisite fees.
iii) All the members of the teaching staff of the department of Oriya are its ipso-facto members
iv) The O.S.S. .consists of the Principal as its ex-officio President, the Head of the department of Oriya as its ex-officio Vice-President, all other teaching members of Oriya department as associates. The Vice President will' preside over all Committee meetings and 50% members of the Committee shall form the quorum.
v) The Committee will decide the holding of its Annual function and arrange seminars, literary competitions and select students for such purposes in pursuit of buildiing up a healthy literary and cultural heritage among the student community
vi) The Vice-president shall record the minutes of the society and is responsible to the Principal with regard to financial matters.

B. STUDENT'S COMMON ROOM
i) There are two common rooms, one for the boy students and the other for the girl students of the college.
ii) It is a common place for the students to relax and to engage themselves during leisure hours. Newspapers, Magazines indoor games like chess, caromboard, table tennis etc, are provided to the common rooms for such purposes.
iii) The supervision of the common rooms are regularly made by teachers in charge and one peon in each common room. There are one students representative and an associate representative for each common room duly selected by the concerned +3 students and +2 students respectively to assist the supervision work.
iv) The duty of the representatives is to see that articles supplied to the common room are best utilised by students and to keep a record of all these articles from time to time as per the instructions of the concerned teacher in charge.

C. YOUTH RED CROSS SOCIETY
The main aim and objectives are
i) Social Service to the affected people at the time of natural calamity (like flood, drought and fire)
ii) Holding camps like blood donation, eye, dental and health camps for the benefit of the people.


1. All students of the college shall be its member
2. There is a working committee of the Association. The Principal is its ex-officio chairman, one counsellor or secretary and three members of teaching staff as members to be nominated by the Principal, N.S.S. officers as members and two students volunteers one from among the boys and one from among the girls to be nominated by the Principal in consultation with the Counsellor.
